摘　　要：产业结构是否合理直接影响着经济增长的潜力和趋势,在经济增长中有着重要的作用,加快苏北地区发展必须要促进产业结构的优化和升级。通过对苏北、鲁南地区产业结构的比较研究,分析了苏北、鲁南地区各自工业化内部各产业变化趋势、农业内部结构各产业的结构变化趋势、第三产业状况,探讨并提出了以经济带为载体,进一步提升产业结构的优势地位;以高新技术为动力,自主创新推进新型工业化进程;以城市化、城市现代化为依托,大力发展第三产业;以政府有效作为为手段,优化产业升级的外部环境等一系列苏北地区产业优化与升级的有效路径。Whether the industrial structure is reasonable plays a vital role in economic growth, directly influencing the potential and tendency of economic growth. To speed up the development of northern Jiangsu Province, the industrial structure must be optimized and promoted. By a comparative study between north- ern Jiangsu Province and southern Shandong Province, this paper analyzes the trend of changes in industrial structure, agricultures and tertiary industries respectively in the area under discussion. A series of suggestions to optimize and promote the industrial structure in northern Jiangsu are proposed, such as taking the economical belts as the carrier to further promote its superiority of industrial structure, taking high and new technology as the power to innovate and promote the advancement of new industrialization, taking urbanization and urban modernization as the supporter to develop tertiary industry, and taking effective government as the method to optimize the external environment of industrial promotion.
