摘　　要：环境污染预警和应急系统是一个集空间数据库、数据通信、地理信息系统(GIS)技术于一体的综合性管理系统。采用组件式GIS技术,运用MapInfo公司的MapX组件,以及短消息服务(SMS)通信技术,实现了对环境污染的数据采集、车载实时监测和紧急事故的应急处理。文章对该系统的应急处理流程,系统功能以及采用的关键技术进行了详细的介绍。An emergency preparedness and response system to environmental pollution accident was introduced. It was an integrated comprehensive system, which combined database, data communication and Geographic Information System （GIS） technologies. In this system, the component oriented technology of GIS, MapInfo＇s MapX component and technology of Short Message Service （SMS） text message were adopted. And collection data, real-time monitoring of vehicle and dealing of environmental pollution accident were implemented. The procedure of emergency response, the system function and some key technologies in this system in detail were described.
