转轨经济政策制定中的“政府诉求”探析

摘　　要：政府是转轨的决策人和推动者,是经济政策制定的主体,政府动机及行为目标是解释转轨经济政策的关键。经济政策的目标理应是效率的提高或福利的增加,但是在政治约束下的经济政策往往成为实现政治目的的手段。This article intends to explain the objective process of working out transitional economic policies from the government petition angle. Government is a decision maker and driver for economic transition, a mainstay of economic policy institution; government motives and behavior aims are the key to explanation of transitional economic policies. Economic policy aims should be improving efficiency and increasing welfare, but economic policies restricted by politics usualiy becomes the means of achieving political goals.
