摘　　要：目的了解我国现有公共卫生应急体系基本状况及其存在的问题,提出适合我国国情的突发公共卫生事件应急体系的建设内涵。方法采用个人深入访谈和小组访谈收集资料,采用MAXqda2软件进行分析。结果应急体系内涵建设包括硬件和软件建设,应从"体系建设"、"能力建设"、"机制建设"、"法律建设"4个方面综合考虑。目前我国已基本建立了覆盖基层的防控网络,但是人力资源缺乏、监测网络不健全、实验室设备缺少、缺少储备依然是制约应急能力发展的重要因素。结论我国已经初步建立了突发公共卫生应急体系,但仍需进一步加大对公共卫生的投入,加紧专业人才的培养,完善疾病监测预警网络,加快完善应急机制建设。Objective To study the current situation, characteristics and capability of early warning and response system for public health emergencies and put forward its construction connotation in China. Methods In - depth interview and focus group discussion were carried out to collect data. MAXqda2 software was used to analyze related information. Results The construction connotation of the early warning and response system should include four components ： system construction, ability construction, mechanism construction and legal system construction. Although the disease control and prevention network had already set up, there were still some problems impacting on the capacity of dealing with public health emergencies such as ＇ short of human resource＇ ,＇ unsound disease surveillance network＇ ,＇ lack of equipment＇ , and ＇ lack of stock＇ Conclusion Early warning and response system for public health emergencies had already set up in our country. It is still important to increase devotion of public health, afford more education and training, consummate the construction of diseases surveillance network and increase the progress of mechanism construction.
