摘　　要：高度重视和解决失地农民权益保障问题,既是推动工业化、城市化健康发展的现实需要,更是构建社会主义和谐社会和建设社会主义新农村必须面对的重要课题。必须进一步完善农地产权立法,改革农地征用制度,提高征地补偿标准,加强征地工作管理,完善社会保障体系,加强教育与培训,积极拓展就业渠道,构建失地农民权益保障的长效机制。Safeguarding the interests of land-losing farmers is actual requirement of promoting industrialization and sound development of urbanization. It is also the important subject of building harmonious society and socialist new countryside. We must improve laws about land property right, reform land-using system, increase compensation standards for land using, strengthen land-using management and better social security system for land-losing farmers so as to set up long-term mechanism of safeguarding the interests of land-losing farmers.
