摘  要:水电工程项目在其各个阶段都面临着各种各样的风险因素,这些风险因素阻碍了水电工程顺利的开发建设。如何系统而有效地识别、评估、控制管理这些风险,是风险管理发展研究的热点。在分析了水电工程风险的特点和风险管理的特点后,引入项目全寿命周期观点对水电工程风险管理进行研究,论述了水电工程在不同建设阶段面临的主要风险因素和主要识别、评估方法和应对措施,建立了水电工程项目的全寿命周期的风险管理组织模式。There are various risk factors in different phases of hydropower projects which are barriers to constructing hydropower projects successfully. The hot spot in the present risk management field is how to identify, evaluate and control the risks systemically and effectively. The characters of hydropower project risk and risk management were analyzed, based on which the life cycle idea was introduced into the risk management of hydropower project. The main risk factors in different construction phases of hydropower project were studied, and the methods of identifying and evaluating risks, and the response measures were proposed. The organization mode for hydropower project life cycle risk management was set up.
