摘　　要：大力推动县级政府信息化建设是实现我国县级政府职能转变,改变我国政府信息化"县乡远落后于省市"的不均衡发展局面的有效途径。当前我国县级政府信息化建设存在着信息化进程缓慢,程度偏低;信息化认识不足,理念滞后;信息化条件不利,相关制度缺失的问题。它们严重的制约着我国县级政府信息化建设的顺利进行,急需进行相应的改革。It is an effective way to realize China＇s county - level change of government functions and change the non- balance state of our government information ＂in counties and townships far behind the provinces and cities ＂ by vigorously promoting the construction of county - level government information. There is a slow pro- cess of information - based, low; inadequate understanding of information, ideas lags behind; information adverse conditions, the system loss related problems in China＇s current construction of county - level govemment information. They serious constrained of China＇s county - level government informationization and the smooth progress of the urgent need for appropriate reform.
