摘　　要：中部崛起对我国宏观经济全局意义重大。中部地区现有的高投入、高消耗的数量扩张型发展模式,将日益受到资源环境的瓶颈约束。实施产业技术创新,切实转变经济发展方式,确保中部地区综合优势的发挥,是贯彻落实科学发展观、实现中部地区崛起的必由之路。其关键在于提高人力资本与R&D资本等产业技术创新的核心要素对经济增长的贡献作用,大幅度提升中部地区的产业技术创新能力,最终推进结构调整和促进经济发展方式的转变,促进中部地区崛起。The uprising of the central region is of great significance to the overall situation of our country＇s macro economy. The present - day economic growth means characterized by high investment, high consumption and quantity expansion will be increasingly restricted by the bottleneck of resources and environment. Implementing industrial technological innovation, changing the means of economic growth and ensuring the exertation of the comprehensive advantages of the central region are the only way to carry out the scientific outlook on development and realize the uprising of the central region. The key lles in boosting the contribution of such kemel factors for industrial technological innovation as human capital and R＆D capital to economic growth, enhancing enormously the central region＇s ability of industrial technological innovation and finally promoting the adjustment of structure, the change in economic development means and the uprising of the central region.
