摘　　要：改革至今,中国社会经济取得了巨大进步,为中国工业化发展做出巨大牺牲和贡献的农村居民要求获得社会保障的呼声日益高涨。党的十七大和今年两会都将建立农村社会保障列为重要议题。在建设和谐社会、建立农村社会保障时机日益成熟的今天,在学术界和部分政府部门仍存在关于是否建立农村社会保障制度的争论。要建立农村社会保障,必须解放思想,破除观念枷锁。Since the reforming, Chinese social economic development has made great progress, and more and more people desire the social security for the rural residents. The Seventeen National Party Congress and the two conferences both set the establishing of the rural social security as an important topic. Today in the harmonious society and under the opportunity of establishing social security system, there remains a debate on whether to establish the system in the academic circles and some governmental sectors. To establish the rural social security system, we must emancipate our minds and break the shackles of the old ideas.
