摘　　要：针对海上溢油对海洋环境的严重破坏作用,将"3S"(GPS、GIS及RS)技术应用于对海上溢油的监控,利用开发语言VB、GIS平台ARCINFO及数据库技术对基于"3S"技术的海面溢油信息系统进行开发研究,详细介绍了系统的实际开发创建过程(包括数学模型建立,数据库建立与管理,编程语言及其关键技术)以及系统所能实现的功能.To avoid the serious destruction from spilled oil at sea, 3S technology, VB, ARCINFO and database technology were applied to develop an information system for spilled oil at sea. In the paper, the development procedures of the system （ including mathematical models, database and key programming technology etc. ） and the functions of the system are discussed in detail.
