贴近市场 规避开发风险 强化城市规划与管理——天津滨海新区于家堡中心商务区行动规划工作体会

摘　　要：反思了常规的规划常常存在的规划内容与建设实践脱节的现象,以及规划管理者需要面对的协调规划刚性和实施弹性的问题。提出了天津滨海新区于家堡中心商务区行动规划的实践和规划目标——尽可能实现"三个对接":城市建设与项目招商对接;总规、控规与建设项目的城市设计对接;政府调控功能与实现地区核心功能的实施行为对接。探讨了该规划在开发战略、规划设计、建设实施和经济可行性等层面上提高规划可实施性和可操作性的措施,及其在遵循市场需求导向,体现政府战略部署要求,规划方案细化量化项目化,开发计划时序化方面的特点。最后提出了改进和完善规划工作的建议。This paper reviews the fact that there is usually a gap between the urban plan and the real development and administrators often face a dilemma between the required rigidity of plans and flexibility of implementation. It presents the target of the action plan of Yujiabao CBD in Tianjin Binhai New Area is to make three connections： urban construction with investments attraction, master plan and regulatory plan with construction program and urban design of residential quarter, and government＇s macro-control with promotion of core function. It also discusses the measures to improve the development strategy, implementation and economic feasibility of the plan. At last it provides suggestions on how to promote the plan.
