摘　　要：The general plan carried out in our country is the combination of administrating a country according to law and morals,which puts a higher demand for the police work.This article reviews the history of morals and laws,and advances that our country has put the combination of administrating according to law and morals into practice,discusses the detailed request of combining police ruling by laws and by morals and emphasizes that we must build police according to morals as well as ruling police according to laws.The general plan carried out in our country is the combination of administrating a country according to law and morals, which puts a higher demand for the police work.
