论西部矿产资源开发利用的中观管理

摘　　要：西部矿产资源开发利用的过程既是一个技术经济活动过程,更是一个管理活动过程。中观管理的研究是合理、有效开发利用西部矿产资源的关键,对矿产资源开发利用的宏观管理思想与微观管理思想起到承上启下的作用。中观管理包涵以下内容:建立适应社会主义市场经济体制要求的,统一、协调、高效的新型矿产资源管理体制;明晰战略指导思想,建立西部矿产资源调查评价管理体制和运行机制,研究、分析并建立矿产资源经济势以分析西部矿产资源经济优势;建立东西部合作开发利用机制,通过观念对接、资源优势对接实现东西部合作开发利用西部矿产资源。The paper points out that the study on the intermediate control is the key point for rational and effective development and utilization of mineral resources in western region,and it serves as a connecting link between the thinking of macro-control and micro-control.The paper focuses on discussion on the contents of intermediate control: establishing a unified,coordinated,efficient new mineral resource management system so as to adapt to the demands of socialist market economic systems;having a clear strategic guiding ideology,establishing evaluation management system and operation mechanism for western mineral resource survey;working for a mechanism of east-west coorperation in developing and utilizing.
