摘　　要：通过客观数据分析,指出应从钢铁、建材、化工、石化、有色等高耗能行业入手,认真调整产业结构,狠抓企业的节能降耗与技术升级改造,实现政府制定的节能减排约束性目标。呼吁尽快在国内建立几个以大学为中心的节能评估与推进中心,使其在工业企业的节能评估、节能技术、政策咨询、人员培训、节能产品推广等方面发挥积极作用。提出通过培育能源管理合同模式,推进节能工作的市场化。尤其在学校、医院、政府楼宇的节能项目方面,注重发挥能源服务公司以及协会的作用。Based on the objective data analysis, it is pointed out that in order to achieve the government＇s energy-saving binding ernission reduction target, the serious adjustment of the industrial structure, paying more attention to energy saving situation and its technology upgrade of enterprises should be done in the steel, building materials, chemicals, petrochemicals, and non-ferrous industries. It is advocated to establish the university centered energy conservation assessment and promotion center as soon as possible, which will play an active role in energy efficient assessment, energy-saving technologies, policy advice, staff training, and energy-saving product promotion of industrial enterprises. It is proposed that the marketization of energy saving will be promoted through cultivating energy management contract model. Especially in energyefficient projects of schools, hospitals, and government buildings, more attention should be paid to exert the function of energy services companies and associations.
