摘　　要：农村劳动力转移是我国城乡体制改革、政府职能转变、改变我国现存的二元结构的巨大动力源,是一个融理念、追求,需要几十年才能完成的社会迁移,具有必然性、特殊性和长期性。在对英国农村劳动力转移进行规模与成因比较的基础上提出,实现河北省农村劳动力的合理转移,需消除制度障碍,发展生产力,大力发展就业准备教育。The transformation of the labor force from the country to the city is assumed to be the source of strength for reforms of both country and city, transformation of the governmental functions and the change of the dual structures in the present China. The completion of the transformation is inevitable and will take a long time. On basis of the study of the scale and cause of labor transform, and compared with that of England, this paper argues that in order to realize the reasonable transformation, the obstacles of rules need clearing up, productive forces improving ,and education of employment carried out.
