摘　　要：东北老工业基地质变为新型产业基地,已经成为国家战略投放的实施主旨和区域目标,这也是民心所向和大势所趋。东北区域不仅具有促进老工业基地质变为新型产业基地的综合优势,而且目前已经初步展示了老工业基地质变为新型产业基地的现实价值,同时又在这一进程中暴露出了老工业基地质变为新型产业基地的制约因素,所以需要有针对性地采取正确而又科学的对策:解放思想转变观念,改革行政管理模式;完善市场运行体制,强化资源配置功能;调整主体产业结构,增强产业集群优势;冲破地区保护屏障,造就市场利益关系;发展高新技术产业,提升国际竞争能力。只有这样,才能推动东北老工业基地在振兴进程中逐步达到新型产业基地的理想境界。the change of old northeast industrial base into a new style industrial base, has become the purport and target of national strategic input. This is also the trend of times and the common aspiration of the people. Moreover, the old northeast industrial base not only has the advantages to change into a new style industrial base, but also has shown the realistic value of this change. But at the same time, in this process it also explored some constrain elements. So, there is the need to take some correct and scientific strategies pointedly： to liberate thought and change concepts ; to improve the market operating system and strengthen the resource allocation ; to adjust the main industrial structure and strengthen industrial assembly advantage; to break through the local protection barrier and make the relationship of market benefit ; to develop the high new technological industry and enlarge the international competition ability. Only this can push the old northeast industrial base into the ideal state of being a new style industrial base progressively.
