陕西关中农民收入状况调查与分析──以关中某村民小组为例  

Investigation and Analysis of Farmers' Income of Guanzhong Area in Shaanxi——Take a Village Group in Guanzhong as an Example

摘　　要：在对陕西关中一个村民小组深入调查的基础上,发现制约该组村民收入增长的主要因素有:上级政府责任缺失,村干部长期空缺,农村企业发展受挫,乡村债务缠身,农产品市场难以把握,村民残疾和非正常死亡缺少救助。提出的建议有:尽快明确管辖权划归问题,通过指标选举村委会,利用集体土地所有权出让费化解部分乡村债务,加强农村基础设施和社会保障体系的建设,依托国家杨凌农业高新技术产业示范区,走农村"专业化→组织化→企业化→产业化"的发展之路。The results of an investigation to a villagers＇ group in Guanzhong of Shaanxi show that the primary factors restricting the growth of farmers＇ income include： the flaw of the local government＇s responsibility, the long-term vacancy of the village leadership, the setbacks of the rural enterprises, the encumbrance of the village debt, the difficulty in access to agricultural product market and the lack of rescue to certain villagers＇ disability or unusual death. Some suggestions are proposed as follows： making clear the jurisdiction incorporation of the goveminent at each level, establishing villagers＇ committee through election, melting village debt by transfer of the collective ownership of the village＇s land, strengthening rural infrastructure and social security system construetion, extending new agricultural technology and following the way of rural development of specialization→organization→ eommerciallzation→industrialization.
