城市新区规划方法的创新研究——以天津滨海新区空港加工区规划为例

摘　　要：传统的区域规划方法存在着目标单一、成果刚性、缺乏系统观等不足,已逐渐不能适应城市新区快速发展的需要。本文基于系统动力学理论(SD)与数据包络理论(DEA)提出一种城市新区动态规划模型系统,可对城市新区的发展形成动态、连续、系统的决策支持,保证了城市新区规划整体目标的逐步实现,并结合天津滨海新区空港加工区的案例,论述了该模型建模的过程,对结果进行了分析,为城市新区规划方法探索出一种新的思路。There are some disadvantages in traditional area planning, such as single objective, inflexible outcome, lacking in system. So it is not applicable to the needs of development of new urban area. This paper pro- vides the dynamic planning model system for new urban area based on System Dynamics and Data Envelopment Analysis. It can form dynamic, sustaining and systematic decision-making support and ensure the implementation for entire objective of new urban area planning. Finally, combined with the ease of Tianjin Binhai New Area Airport Industrial Park, it discusses the process of the modeling,and analyzes the outcome and quest for a new idea for new urban area planning.
