摘　　要：探讨了青藏高原水电开发与环保的若干问题方面,从制度和理论层面分析了水电开发与环保的良性互动的必要性和可行性,提出了如何完善二者良性互动的制度设计和对策,以实现该地区能源经济和环境的和谐发展。Some issues of hydropower development and environment protection on Qinghai-Tibetean Plateau are discussed herein,in which the necessity and feasibility of hydropower development and environment protection are analyzed on the systematical level and the theoretical level,and then it puts forward how to perfect the system design and the related countermeasures for the interaction concerned,so as to realize the harmonious developments of both the energy economy and the environment.
