摘　　要：电子签章为公文在网络间的安全传输提供了一种安全的保障,其为确保公文的完整性和权威性提供了一种有效的途径。本文针对电子签章系统中的关键算法——数字水印算法,提出了一种基于电子签章的二值图像盲数字水印算法;算法结合电子签章系统,通过在印章图像中嵌入可见水印以提高印章图像隐藏信息的能力,而后将公文的摘要信息嵌入到印章图像中。通过实验看出,算法对常见的水印攻击具有较好的稳健性,是一种有效的二值图像盲数字水印算法。Digital seal system provides a safeguard for the transmission of the documents between different networks. It gives a method that can be sure the integrality and the authority of the documents. The paper aimed at the key arithmetic of the digital seal system, which is watermarking arithmetic;it provides a new blind binary image watermarking arithmetic. The arithmetic integrates with digital seal system, by embedding visibility watermarking into the seal image, improving the ability of the seal image to hiding information, and then embedding the digest of the documents into the seal image. The experiment confirmed that the arithmetic is robust to common water- marking attacks, and it is an effective blind binary image watermarking arithmetic.
