摘　　要：《联合国教科文组织公共图书馆宣言1994》中阐述的公共图书馆精神,我们应该予以遵循、宣传和践行。文章基于克利夫兰公共图书馆的个案分析,提出了公共图书馆精神的建构框架,强调公共图书馆精神的实践性。We should follow, propagandize and practice the public library spirit which is elaborated in “UNESCO Public Library Manifesto 1994”. This spiritual implementation is needs specifically to construct. Although the manifest degree is different, there are some certain common characteristics in the practice method of public library construction. This article based on a case analysis of Cleveland public library which proposes the Public Library Spirit construction frame.It emphasizes the practicality of public library spirit.
