合肥市以城带乡战略选择研究

摘　　要：新时期,国家"中部崛起"及安徽省"东向发展"战略的实施给合肥市带来了重大发展机遇。合肥城市经济的快速发展已成为发展合肥农业经济的强大经济后盾。合肥市应紧扣"大环境、大建设、大发展"的主题,采用"141"城市空间发展布局,以城带乡,实现城乡共同发展。通过大力发展县域经济,加快三县工业化进程;优化农业结构和布局,推进农业规模化、集约化发展;大力加强城镇化建设,加快农民非农化进程,一定能充分发挥作为省会城市的优势,促进合肥奋力率先崛起。In the new era, the national policy of ＂ rise of central China＂ and the provincial strategy of ＂eastward development＂ of Anhui has brought the significant development opportunity to Hefei City. The fast development of Hefei urban economy has become a strong support to develop the agricultural economy. Hefei should thread up the theme of ＂the great environment, the grand construction, and development＂, adapt the urban space development layout of ＂1 - 4 - l＂, and carry out the policy of urban areas helping rural areas to realize communal development of the city and countryside. Moreover, through developing the county economy vigorously, we should speed up the three counties＇ industrialization, optimize agricultural structure and layout, promote formalization and intensified develop- ment of agriculture, strengthen the urbanization, and accelerate the non-agricultural farmer advancement. In this way, Hefei can certainly display its superiority as the provincial capital city and take the lead to rise furiously.
