规划理念转变与非城市建设用地规划的探索

摘　　要：本文在总结归纳国内相关研究与实践的基础上,对当前非城市建设用地规划的发展进行评价和思考。认为非城市建设用地规划的发展需要首先树立前瞻主动、务实客观的规划观。进而在快速城市化的背景下,探索化解或缓和中心城市发展与农村城市化两个方面用地扩张压力的途径,调节用地供需矛盾。最终在充分研究的基础上形成非城市建设用地管理的刚性内容,即强制性措施及与其相关的实施、监督以及绩效评价机制。最后论文结合在南京沧东地区的相关实践介绍了非城市建设用地规划理论研究的初步应用成果。The study on the land out of urban constructing （LOOUC） has began since 1990＇s in China, and it can be regard as an important outcome in the transformation period of Chinese urban planning development. The planning for the LOOUC coincides with urban growth management, so the planning for LOOUC is focused on the management of urban land-use in the fast urbanization process in China . In the first, this paper summarizes the total progress on the planning study for the LOOUC in China. The main progress are as follows： 1） the concepts of the LOOUC are similar; 2） the targets and functions of planning for the LOOUC are consistent in order to control urban land-use and promote urban management; 3） the main content of planning for the LOOUC is to classify the types, arrang the distributing and spatial bounds of LOOUC, and then mak policies for implementing and managing; 4） the methods and procedures of planning for LOOUC are similar to urban planning; 5） the guarantees of implementing are diverse. Furthermore, this paper analyzes and summarizes the characters of the progress.They are： 1） the appearance of the studies on LOOUC is correlative with the urbanization process in China, and in fact it is an active response to the process that the fast urbanization impacts on Chinese urban planning system; 2） the common targets are changing the passive status of planning management and searching for practical theories and methods; 3） but there is lack of flexible and practical measures to answer the uncertainty in the fast urbanization; 4） and there is lack of legal supports yet. Then, this paper makes a deep thinking based on analysis and evaluation. It Considers that the development of planning for the LOOUC needs to build up an initiative and practical idea at first. Meanwhile, it needs to explore the way to solve or ease up the two pressures of expanding land demand from central city and the country. One way is to build ＂smart growth＂ mechanism in urban expansion; the other is guiding the
