洛阳市双重空间尺度的生态城市建设

摘　　要：生态城市建设有两个基础平台,一是市区本身的"城市生态系统",二是市区周围一定区域范围内的"城市—区域生态系统"。生态城市建设必须在双重空间尺度上展开:在城市尺度上,优化城市生态系统,在城市—区域尺度上,优化城市—区域生态系统。洛阳在我国乃至世界城市中具有鲜明特色和典型意义,在双重空间尺度上开展生态城市建设,对洛阳市的城镇化进程和可持续发展有重要意义。The construction of ecological city is a objective need for the humanity to protect the living environment. It is an inevitable result of the economy, society, modern science and technology development. Meanwhile, it is an inescapable choice of realizing the global sustainable development. There are two basic platforms for the construction of ecological city, one is the urban district, namely ＂city ecosystem＂.The other is the district around the city, namely ＂city-region ecosystem＂. The ＂city ecosystem＂ is a complex humanity eclogical system keeping close contact with a certain region, which takes the city crowd as its main bodu while others such as secondary physical feature, natural resources, artifical material factors, are taken as its environment. It＇s the essence and the primary part of ecological city. But ecological city periphery, the district around city in a certain region, namely the ＂city-region ecosystem＂, is the region supporting the ecological city. In light of the deduction, the construction of ecological city must be launched with the dual space dimension： city dimension and city-region dimension in which the city ecosystem and city-region ecosystem can be optimized respectively. With important geographical location, complex natural condition and rich natural resources,Luoyang city is featured with unique economic structure and diverse human elements. It＇s of the great significance for Luoyang city to construct city eco-system with the dual space dimension. It will help Luoyang advance its process of urbanization and sustainable development. In its city-region dimnesion, the primary mission is to create an environmental platform with good ecological system. The measures should be taken as follows： （1） to protects the resource of the primary productive force, and improve its productivity; （2） to develop the ecological economy and enhance the industry technology content; （3） to raise the level of regional urbanization and impetu healthy development of ur
