摘　　要：本文从产业集群发展理论分析地方政府在产业集群发展中的行为,提出了"主导产业激励"是地方政府发展产业集群的动机的分析观点,并以此分析了广州汽车产业集群生长和根植性发展过程中地方政府行为的影响和作用。Making use of the theory of industry cluster development, we analyze the local government behavior in the development of industrial clusters. The paper presents a view that incentive for leading industry drives local government to develop industrial clusters. On the basis of the above viewpoint, we analyze the role of local governments on the industrial cluster growth and cluster embedded in the Guangzhou automobile industry. From the above analysis, we derive the conclusion of the study and make recommendations.
