摘　　要：科学发展观是中国共产党人对社会发展规律的科学认识和对社会发展方略的总体部署。科学发展观把坚持以人为本作为其命题的本质和核心,凸现了对人的权利的平等保护和实现人的全面发展的价值追求,科学发展观要求我们在法治建设中充分重视发挥法律调整机制的作用,大力培育社会主义法治精神,以落实宪政蕴含的实质正义。The scientific concept of development brought forward by the member of Chinsese Communist Party is the mass deploying for social developing strategy and scientific cognition for social developing rule.The scientific concept sticks to taking the people-oriented priciple as its nature and core,embodying equal protection for people＇s rights and realising pursuit for full development of people.In order to fulfil essential justice of constitution,the scientific concept of development requires us to think much of exerting the operation of legal regulating mechanism,fostering spirits of socialist rule by law.
