摘　　要：利用地理空间拓扑将管网设施和地理位置有机地结合,通过采集管网资源的实时信息对系统进行监控,设计了采用GIS技术作为平台的电信管网资源监控管理系统。文章介绍了系统的设计方案和原则,阐述了系统的网络结构和功能模块;给出了监控管理模块相应的资源数据管理、监控数据采集和地理图形/报警显示的设计方法。With integrating pipeline facilities and geographical location organically by using geographical space topology and monitorring system by collecting real-time information of pipeline resources, the article designed the telecommunication pipeline monitoring and management system by adopting with GIS technology as platform. This article introduced the system design project and principle, and it discussed the system network architecture and function module. It proposed the design methods of resource data management, monitoring data collecting, geographical picture and alarm display in corresponding monitoring management module.
