摘　　要：在推进生活垃圾处理产业化、市场化的进程中,政府应承担垃圾处理的责任。履行责任的方式有多种,但引入市场运作的模式是必要的。构建节约型社会与垃圾处理关系密切,需要考虑政府投入的有效性、政策的延续性以及代际的节约。Government should be responsible for waste treatment in the process of advancing industrialization and marketorient for domestic waste treatment. Different ways could be utilized to fulfil responsibility, but introducing operational mode of market-orient was essential. With a close relationship between waste treatment and building economization-oriented society, it was important to consider efficiency of budgets, continuity of policy and economy between generations.
