摘　　要：阻碍我国城乡一体化协调发展的因素如公共资源分配差异大、要素市场梗阻等仍然影响着城乡对接和融合。因此,推进城乡一体化,统筹城乡经济协调发展,建立有利于逐步改变城乡二元经济结构的体制,是从根本上协调城乡关系的政策保障,是全面建设小康社会的重大措施,也是全面贯彻落实科学发展观的现实体现。There are many factors which prevent the harmonious development of China urban-rural integration, such as, the big distribution difference of public resources and elements market obstruction. So how to promote the urban-rural integration, plan the harmonious development of China＇s urban-rural integration, establish the new system of changing dual economic structure and coordinate the policy guarantee of urban-rural integration, is the key to constructing a well-off society and the practical realization of scientific development implementation.
