摘　　要：我国正处于社会转型时期,政府在公共危机管理过程中面对着极为复杂的局面。本文运用博弈模型分析方法,从政府在公共危机管理过程中针对面临公共危机的相关个人、组织等不同利益群体所采取的姿态、行为着手,研究讨论政府破解"囚徒困境"博弈模型中的应对策略。China is currently in its social transitional period, and Chinese government is facing the extremely complicated situation in the process of public crisis management. This paper uses the game theory to analyze the government＇s behaviors and attitudes to the relevant individuals, organizations and other interested groups involved in the process of public crisis management , and discusses the corresponding strategies for breaking up the ＂Prisoner＇s Dilemma＂ in such a game.
