摘　　要：选择适合我国国情的城镇居民基本医疗保险制度模式,在建立和完善城镇居民基本医疗保险制度的过程中处理好六个关系,同时建立与之相配套的有效的监督机制。The establishment of urban dwellers in the basic healthcare insurance system is one of the effective measures to achieve the goal of health care for all. We should establish and perfect the existing system and establish the effective supervision mechanism to ensure the smooth operation. In this paper, after analyzing the problems comprehensively and systematically, we propose the basic ideas of the establishment of urban dwellers in the basic healthcare insurance system, and discuss the establishment of an effective supervision mechanism.
