摘　　要：着重讨论了现行收费政策中存在的一些亟待解决的问题，提出改革现行收费政策的几个原则。In this paper,it′s emphatically discussed some problems to be solved in the collecting fees system of present policies and proposed a few principles to reform the collecting fees policies.The principle and collecting fees standand to be carried out for collecting fees with the total pollutant emitting amount is also discussed in the paper.
