摘　　要：环境问题的国际化趋势是国际环境法发展的前提，而国家环境权与国际环境合作是国际环境法中不可或缺的两个部分。着重论述国家环境权的概念和表现形式，国际环境合作的必然趋势以及二者结合的重要性和主要原则。The internationalizing trend in environmental protection was the premise of development of international environmental laws,and both environmental sovereignty and international environmental co-operation were the important content of international environmental laws. The destination and form of environmental sovereignty,the inevitability of international environmental co-operation,and the importance and main principles of combining these two were discussed.
