摘　　要：以EPC(设计、采办、施工总承包)模式承揽国外工程,既是收益较高的承包模式,也体现了一个企业的综合实力。文章根据10多年进行国际EPC管道工程的实践,从多方面、多层次对国际承包工程的风险及对策进行了论述。其中包括:与项目所在国国情相关的风险及对策;投标过程中存在的风险及对策;设计过程中的风险及对策;采办过程中的风险及对策;索赔及反索赔风险及对策。Performing international pipeline projects with EPC mode (engineering,procurement,and construction) may gain a big profit, and also reflects the comprehensive capability of the contractor. Based on the international EPC pipeline management experiences over ten years,risks and countermeasures of international EPC lump-sum projects in the five aspects of basic conditions,such as the country, bidding,engineering,procurement,and claim and counter-claim were presented.
