摘　　要：新农村建设不是农村城市化,而是农村现代化;新农村建设的突破口在体制和制度上;新农村建设的主体是农民,政府的责任是引导和服务;新农村建设的根本途径是振兴农业、大力发展农村经济。The constructing of new socialist countryside is the modernization of countryside rather than urbanization of Countryside. The main body of constructing new countryside is the peasants, while the government id responsible for guidance and service. And the fundamental way consists in the vitalization of agriculture and agricultural economy.
