医疗救助试点城市医疗救助对象的基本状况调查

摘　　要：[目的]了解医疗救助试点城市医疗救助对象的基本情况,为进一步完善城市医疗救助政策提供现实依据。[方法]2006年11月应用分层抽样和多阶段整群随机抽样方法抽取长沙、大连、广州、上海、武汉和重庆6个试点城市医疗救助对象进行家庭入户问卷调查。[结果]共调查1 116户,平均每户2.69人;户主平均年龄49.69岁,初中及以下文化程度的占64.96%,89.07%无业。救助对象中下低保户884人,占79.64%,人均月收入332.12元,月支出281.27元,其中医疗支出110.47元。945(84.68%)户家庭收入来源为低保金,501户(44.89%)救助对象自费就医,城市医疗救助和城镇职工医疗保险的覆盖率分别为29.19%、21.73%。[结论]城市医疗救助对象的家庭户主年龄偏大,教育水平偏低,失业率高,人均月收入低,主要靠低保金生活,不同类型和地区救助对象的人均月收入与月支出不同,目前城市医疗救助覆盖率不高。[Objective]To provide the basis of perfecting the medical assistance policies according to the analysis and survey on the present situation of medical assistance objects in pilot cities. [Methods]Medical assistance objects were sampled by stratified sampling and multistage cluster sampling and surveyed by house-entered questionnaire in Changsha, Dalian,Guangzhou,Shanghai,Wuhan and Chongqing in 2006, Nov. [Results] A total number of 1 116 households in pilot cities, the mean age of household head was 49.69, the mean member in each household is 2.69,64.96 % is lowly educated and 89.07 % was unemployed. The minimum living security household is 884（79.64%）, monthly income per person was 332.12 Yuan,the expenditure was 281.27 Yuan, health care expenditure was 110.07,945 （84. 68%）households income was from minimum living security,501 （44. 89 %） medical assistance objects pay medical expenditure by self-supporting, city medical assistance and insurance coverage rate are 29.19 %, 21.73 % ,respectively. [Conclusion]The head of household is aged and low-educated, high-unemployed but monthly income per person is low. The monthly income and expenditure of per person of the objects from different kinds of medical guarantee or different areas have significant differences; the coverage rate of city medical assistance is still low.
