科技创新投入产出绩效的评价与解析——基于东北三省一区的相对分析

摘　　要：科技创新对东北老工业基地振兴特别是建设国家重要的技术研发与创新基地至关重要。运用对科技创新投入产出关系的实证模型,采用全国2005年数据进行经验检验,最后对东北三省一区科技创新投入产出绩效进行评价和分析,可得出如下结论:政府资金投入的增加会显著增加专利成果产出,大中型工业企业研发人员的增加会显著增加专利成果的产出,政府要增加对企业的科技资金投入比重,与大中型工业企业增加研究人员的投入相结合,以放大科技创新资金投入和人力资源投入的协同作用。Technology innovation plays an important role in the development of the northeast old industry base, especially in the establishment of national key technology R＆D and innovation base. The paper designs a demonstrative model based on the theory of technology innovation performance and makes empirical examination with national 2005 year data. Finally we make the evaluation and analysis on the performance of technology innovation inputs in the three Northeast provinces and the Inner Mongolia Autonomous Region. The main conclusion is listed below： The increase of government fimds will significantly increase the patent outputs; The increase of R＆D personnel in the large and middle scale industry corporations will significantly increase the patent outputs as well; The government should increase the proportion of teetmology funds to the enterprises and link it to the devotion of the R＆D personnel in the large and middle scale corporations so as to magnify the cooperation function of the inputs of technology innovation funds and human resources.
