摘　　要：文章从可持续发展的角度,考察了在决策规则和政策的制定以及实施过程中政府行为的外部性影响,认为政府在主导可持续发展时行动应该更为谨慎。From the perspective of sustainable development, this paper analyzes the externalities of the government action when making rules and formulating and implementing policies. The conclusion is that the government should be more prudent in the management of sustainable development.
