摘　　要：信息化程度是电信运营企业运营能力的标志之一,也是电信企业创新服务的基础。近年来,信息系统建设问题已逐渐成为电信运营商关注的重点。针对目前电信运营商信息系统建设中普遍存在的高投入低成功率的现象,从电信运营企业战略与信息系统规划相融合的角度,探讨电信运营企业信息系统的规划方法,为电信运营商信息系统的规划和建设提供参考。Being one of the symbol to measure telecommunication operators carrier capability, informatization level is also the basic for enterprises develops innovation services. Recently, information system construction has gradually become the focus for telecom operators. Aimed at high investment and low success rate phenomenon in telecom operator information system construction, the methods of telecommunication operator information system planning have been discussed by the view point of convergence telecorn operator strategy and information system planning, and makes a reference for telecommunication operators information system layout and construction.
