摘　　要：风险分析及其管理是"建设-运营-转让"(BOT)电源项目的核心和中枢,也是项目谈判过程中的核心问题之一。为此,对BOT电源项目的风险因素进行了研究,重点分析了建设开发风险、生产风险、市场和收入风险、金融风险、信用风险、政治风险、法律风险、环境保护风险、不可抗力风险等诸多风险,最后提出了风险管理策略,为我国电力集团公司在海外进行BOT电源项目投资及谈判提供一定的借鉴参考。Risk analysis and management is the kernel part of build-operate-transfer（BOT） power project,and also the kernel item of negotiation process.This paper presents a research on risks such as development and construction risks,operation risks,market and charge risks,financial risks,credit risks,political risks,legal risks,environmental protection risks,force majeure risks and so on.At last risk management strategies are established,which can supply reference for China＇s investment and negotiation of BOT power project aboard.
