摘　　要：讨论了西方体育基本制度中的第一、第二、第三基本制度,根据对德国的实证研究建立分析西方体育基本制度的分析模型——体育福利三角形,并将研究的视野扩大到整个西方福利国家,分析体育福利三角形的解释力,最后讨论了西方国家福利政府和体育制度安排的危机。西方体育基本制度中所体现的全面、协调、可持续以及民主法治、公平正义,对于正在建设全面小康时期的中国和谐体育和科学管理具有较好的借鉴作用。The paper discusses the first, second and third institutions of sport in westem countries, afterwards constructs the spcrt welfare triangle as the analysis model on the basis of the achievements of demonstration research in Germany, and expands it to all the western welfare countries to reveal its power of explanation. Finally, it analyzes the crisis of the welfare govemments and sport institution arrangement in western countries. The author figures oat that the important values such as comprehensive, coordinafive and sustainable development and democracy, monocracy, equity and justice existing in the sport institution arrangement in western countries can benefit us in terms of creating harmonic sport and scientific management in China.
