区划调整的合理性和局限性辨析

摘　　要：以行政区划调整行为作为研究对象,总结各地上层政府对其所辖地域频繁进行区划调整的现实原因,主要包括空间层面的直接效用和行政管理层面的效用。在合理性分析中,从已有的正反面论调出发,在有效配置资源、协调地方矛盾、降低行政成本、改善行政效能等方面进行剖析。而空间的惯性阻碍、以效率挑战公平、保障基层管理和服务效率的信息基础弱化、对地方自治的威胁等成为区划调整中的现实问题。最后提出区划调整配套制度完善的重要性。This paper researches on adjustment of administrative division, analyses the reason why upper governments take it as effective tool. From opposite sides it argues the reasonableness in resources allocation, decreasing contradiction between areas, reducing administration cost, improving administrational efficiency, and so on. It also points out that some problems in the progress, such as rejection of spatial inertia, challenge in efficiency vs. justness, reduction of information base which ensures efficiency of management and service in basic unit, threat to local self-government. At last, it emphasizes the importance of offering supporting institution.
