摘　　要：建立和完善农村土地市场,合理配置农村土地市场资源,是调整农村农产品结构和提高我国农村土地市场效率的必然选择。在土地市场价值规律和竞争机制的作用下,通过土地市场流转对土地使用权、经营权、收益权、处置权进行优化重组,是土地权益人追求土地使用收益和调整农村农产品结构最大化其生产效率的理性行为,也是我国统筹城乡发展的重要途径。It is a necessar measure to increase efficiency of rural land market that we ought to found and to perfect rural land market, collocating the resource of rural land market in reason, With effect of market value rule and mechanism of competition, there are also optimization recombination for rural land in rights of use, rights of operation, rights of income, rights of treatment, so that the land proprietor can be seek optimization efficiency, meanwhile, this is also important route for balance development between country and city.
