摘　　要：随着自然资源的旅游或休闲功能及其巨大经济价值的凸现,自然资源的旅游开发利用与传统管理体制之间呈现出巨大的矛盾,这必然要求推进我国自然旅游资源产权制度改革。本文在深入分析自然旅游资源产权制度构建的国际经验和我国实践的基础上,针对性地提出了共同实现效率与公平的制度目标,以及包括国有所有权、分层集中管理、租赁与特许、政府管制和法律化等多种工具在内的一个混合型制度框架。As the tourist and leisure function of natural resource becoming marked, it is attended whit great economic value. Nevertheless, development and utilization of natural resource for tourism and its traditional management system come into conflict. It inexorably requests to promote the reform of the property right and correlation system of natural and tourist resource. The authors study the international experience of system reform and the practice in China. Therefore this paper proposes a goal of SYstem reform trying to achieve efficiency and fairness, and also proposes an institutional frame including a group of instruments.
