摘　　要：在区域协调发展的战略背景下,以珠江流域"西电东送"为案例,分析了跨区域能源合作的动力基础,即东西部均获得良好的经济效益、能源效益。根据未来广东、广西、云南、贵州4省区电力能源供需预测,从理论上分析能源规划的动态性与风险性,指出西电东送对于输出区即西部产生的生态环境影响是未来能源合作的制约因素,并进一步提出跨省区能源合作的可持续性在于参与方均能获得双方认可的等价交换。With the stratagem of Regional development in harmony, by taking the west-east power transfer project along the Pearl River Basin as a case, the dynamic bases of trans-regional energy cooperation are analyzed in the paper. It is found that the west-east power transfer could increase the revenue of the government and the income of local residents in the export areas, namely Guangxi, Yunnan and Guizhou, and also could increase employment and improve the investment conditions of the western regions. Meanwhile, the transfer could mitigate the energy shortage and reduce the pollution of SO2 and CO2 in Guangdong province. That means all of the provinces which take part in the power transfer project would get the benefits. The economic, environmental and social benefits are impetus sources of energy cooperation. The objective of the energy scheme is to improve the whole net social welfare in order to attain the equity not only between different generations but also between different regions. According to the prediction of the power supply and demand, the risk and dynamic change of energy planning are analyzed theoretically in the paper. It is considered that the impact of the west-east power transfer project on the eco-system of the west regions would become the main obstacle of energy cooperation, and the solution key to sustainable energy cooperation would be to set up a dynamic mechanism of fair trade for sharing the equal profit in trans-regional power transfer.
