摘　　要：改革效率,是指改革其本身作为一种常态的社会活动的效率。改革本身存在着效率的问题,改革效率有其特殊规定性。研究改革效率,就是将改革视为一种现代社会生活中常态的社会性活动,努力把握和认识这一活动优化的规律,更好地指导改革实践活动,使得每一项改革不仅是必要的、也是适时的、更是最优的,从而降低社会风险,减少社会成本,为促进经济发展、社会进步,促进构建社会主义和谐社会服务。The reform efficiency refers to the efficiency of a reform as a regular social activity. There exists the problems of efficiency in reform itself, and the reform efficiency has its own special prescriptive standard. To study the reform efficiency is to take reform as one of the regular social activities in the modern social life with a purpose of having a good mastery and recognition of the laws of its optimizing, making every reform not only necessary, but also timely and best so as to reduce the social risks and social cost, and to promote the economic development and social progress, to construct the socialist harmonious social service.
