摘　　要：为了促进哈尔滨冰雪旅游的进一步发展,采取走访调查和定性分析相结合的研究方法,分析了哈尔滨冰雪旅游发展现状、特点,以及存在的障碍性因素和问题,认为应及时调整发展战略,以适应国内外旅游发展的大趋势,理性选择政府主导促进型发展战略、品牌化发展道路、国际化发展道路、市场化发展道路、产业化发展道路和人本化发展道路等路径,是提高冰雪旅游核心竞争力的核心所在。For advancing the development of ice - snow tourism in Harbin city, with the method combining visit and qualitative analysis, the article discusses the current status, characteristic, existing obstacle factors and problems of ice -snow tourism development in Harbin city. It thinks the core increasing the core competitive power of ice - snow tourism should be to rectify the development strategy in time under the development trend of inland and overseas tourism, rationally choice the government dominant development strategy with stimulative in the development ways of brandization, internationalization, marketization, industrialization and humanization.
