摘　　要：官员博客可以弥补传统民意表达的局限,从官员博客与民意表达的互动关系看,官员博客的民意整合功能有助于消除公民参与渠道窄和参与能力不足的困境,有助于保障公民的话语权和完善政府回应机制建设。这对于救治公共决策中的公众参与风险具有重要意义。This article thinks that official blog will complement the limitation of the traditional public opinion. Based on the interactive relationship between the official blog and the expression of public opinion, it points out that the function of integrating public opinion will help to ensure the public speaking right and perfect construction of the government＇s reply mechanism. This is very important to rescue the risk of public participation in the public policies.
