摘　　要：《招投标法》、《政府采购法》的颁布与实施为文献招标提供了法律依据及操作程序,但没有为高校图书馆文献招标提供规范。制订《普通高等学校图书馆文献集中采购工作指南》的目的是加强对高校图书馆事业的宏观管理和指导,使招标工作有章可循,保证文献资源建设科学有序地进行。制定《普通高等学校图书馆文献集中采购工作指南》应遵守导向性、一致性、可行性、灵活性等原则,在贯彻执行中应注意规范招标范围,完善运行机制,认真贯彻集中采购和招投标,招标规范、道德、监督三者统一,选评信息供应商等问题。The publication and the implementation of ＂Law of the People＇s Republic of China on Bid Invitation and Bidding＂ and ＂the Government Procurement Law of the Peoples Republic of China＂ have provided the legal basis and operating procedures for the bid invitation of literature without specifically regulating the bid invitation of literature in the university library. To strengthen the macro management and instruction for the university library, the promulgation of ＂the Guideline for the Centralized Literature Procurement in the University Library＂ provides the standards and procedures for the bid invitation to ensure the scientific progress of literature and information collection.The principles such as guidance, consistency, feasibility and flexibility should be abided in the process of compiling the guideline, and during the implementation of the guideline. Attentions should be paid to regulating the dimension of bid invitation, completing the operating mechanism, conscientiously implementing the centralized procurement, bid invitation and bidding, integratingnorms, ethics and monitoring into an entity, and the selection of suppliers of literature resources.
