我国电力产业运行绩效的SCP理论分析

摘　　要：基于SCP(市场结构—市场行为—市场绩效)理论,对我国电力产业运行情况进行分析和评价。从市场集中度和进入壁垒方面研究电力市场结构,揭示我国发电市场结构除正在试运行的华东区域电力市场外,市场集中度都很高,可以认为是寡头垄断市场。根据发电商和购电商的报价和共谋行为等,从资源配置效率、规模结构效率、消费者满意度以及其他几个方面对电力市场绩效进行了分析。针对我国目前电力市场现状,提出了构建高效的市场结构和能源结构,规范市场行为等有关建议。The SCP （structure-conduct-performance） theory was used to analyze and assess Chinese electric power industry. The electricity market structure is studied from the point of view of market concentration rate and entry barrier, which reveals that except the East China regional electricity market in trial operation, other electricity markets＇ structure in China has high market concentration rate and can be considered as oligopoly markets. Based on the pricing and collusion behaviors of the supplier and the purchaser, the electricity market performance is analyzed in the aspects of resource allocation efficiency, scale structure efficiency, consumer satisfaction etc. Suggestions on construtting high efficiency market structure and energy structure, and standardizing market conducts are proposed according to current China electricity market.
